TLDR: you could probably pick off everyone in the tower who you can isolate without aggroing the rest of moonrise. i've done it in the prison, just outside the doors of moonrise and a few other locations. you can also kill NPCs through dialogue, i got like 4 potential hostile skilled by just convincing people to do stuff.jail area.
