It's a very old gear. It was released during the April 2011 update. Waterworks was literally the best gear for over three years, if you skip Hades on your OG Promethean Wizard. Many people didn't upgrade their Waterworks since farming Tartarus was a pain to farm with a full team. Hades Gear is not that good in defense.

The level 70 gear is actually Crowns gear, made available as rare drops too. Crowns gear is usually not the top of the line (and personally I agree with that). Waterworks gear cannot be bought with real money, so the effort in obtaining, is equally rewarded in stats of gear. For your level, there is not really a lot of good decks that the best to go for but house of scales has that 1 accuracy deck, wait till 70 for Poseidon dungeon the sand squid drops that fire giant deck that's pretty good. Either way I use a deck that has lots of death copies. But for death set up I would just tank through and let the hitter hit.
