Best weapon in the game! For a dex build you can't go wrong with the standard Rapier. Solid damage when upgraded, fast pokes, and extremely low stamina consumption make it really strong against tougher enemies and especially bosses. I'm using it currently with the Warped Sword and together they are devastating.It needs 1.5 times the normal physical (str/dex) requirements of the weapon, so for the Smelter Greatsword it would be 60 strength, 15 dex.
