The Palace should have been a factory, not a spaceport. I find that the actual experience of going through the Palace is largely overhated, but there are still issues. The airlock puzzles aren't that bad, but I do very much despise the break-time puzzles. The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.
