Jake brake not working on high.

Just had ECM replaced and now Engine Brake (Jake) does not work. New ECM was programed to show unit has engine brake. Has anyone encountered this situation and most importantly what is the fix. Cummins in Irvine could not get it to work.....suggested going to repair facility that is familiar with Monaco chassis and wiring.I use the jake about .5 mile before the exit to get down to 50 mph at the exit and then start down shifting with the jake slowing me down until I get to the stop sign while also using the brake pedal to help me get down to the right speed for stopping. I then turn off the jake to go through the gears gently to get back up to speed...But as for the EBPV being a jake brake it is not. Its a completely different way of retarding the truck. The only test I have done is to remove 1 wire from the buffer switch to see if that made any difference. It didn't. I have tried starting with Jake switch off, on LO, and on HI, and that made no difference either.
