The stat being output is based on the reactor being heat-positive or heat-negative. If your cooling is sufficient that this reactor with this fuel does not accumulate heat (heat-negative) then it will just run and run until it runs out of fuel. In this case, the signal output is based on how full the rf buffer is.

Mine blew up due to issues with wireless power, but otherwise ran forever. I did have an issue with high heat fuel in a fission reactor, so maybe comparators can only handle certain heat increases. ...
